This scheme reflects the commitment of the Government of India to ensure food security for all to create a hunger free India in the next five years and to reform and improve the Public Distribution System, so as to serve the poorest of the poor in rural and urban areas. The operational responsibilities for lifting and distributing the allocated food grains within the States/UTs, identification of eligible Below Poverty Line (BPL) families, issuance of ration cards to them and supervision over distribution of allocated food grains to eligible card holders through the fair price shops of the State/UT Governments.

It is for the poorest of the poor (living in the BPL) that the Antyodya Anna Yojana has been conceived. Antyodaya Anna Yojana has started in six States - Himachal Pradesh, Rajasthan, Madhya Pradesh, Chhattisgarh, Andhra Pradesh, Uttar Pradesh and the UT of Dadra & Nagar Haveli.
